А new milestone in relations between muslims in Russia and Egypt
21st December 2020, a memorandum of cooperation was signed between the Religious Board of Muslims of the Russian Federation (RBM RF) represented by Mufti Sheikh Ravil Gaynutdin, Chairman of the RBM RF and Russia Mufties Council (RMC), and the Egyptian Fatwa Affairs Department and the General Secretariat of Fatwa departments and agencies in the countries of the world represented by the Supreme Mufti of Egypt Shawki Allam. Ambassador Extraordinary and Plenipotentiary of Egypt to the Russian Federation Ihab Nasser also took part in the solemn event.
According to the document, the sides agreed to cooperate in holding joint scientific conferences, forums related to theological studies, fatwas, and dedicated to discussing issues of countering the ideas of extremism and terrorism.
In his speech, the religious leader of Russian Muslims, Chairman of the Russian Mufties Council and the Religious Board of Muslims of the Russian Federation, Mufti Sheikh Ravil Gaynutdin, noted the importance of interaction and cooperation with such an internationally recognized center for fatwa-making in the world as the Department for Fatwa Affairs of ARE — "Darul-ifta".
According to Mufti Sheikh Ravil Gaynutdin, the memorandum will become a new milestone of cooperation between Muslims of Russia and Egypt.
It is noteworthy that the signing took place as part of the grand opening of the quarterly advanced training courses for members of the Ulema Council under the RBM RF.
"The Ulema Council is an independent scientific body created by people who are not indifferent to the future of Russian theology. The task of the Council is to accurately convey Muslim theology to people in modern language in the light of emerging problems and recommend solutions to them. Today we live in the era of collective idjtihad, when the decision on newly emerged issues is made not by one scientist, but by a team of scientists. In this regard, the role of specialized institutions for the publication of theological and legal decisions has increased. Over the years of productive work, the Ulema Council has repeatedly proved its importance and competence in resolving difficult issues that require a verified theological solution," Mufti Sheikh Ravil Gaynutdin added. The head of the RMC and RBM of the Russian Federation stressed that the Council of Ulema of the Religious board of Muslims of the Russian Federation has been actively working for several years in the preparation and publication of theological and legal opinions.
The Chairman of the RBM of the Russian Federation and the RMC separately noted that the current courses are held in partnership with the fatwa department. Mufti Sheikh Ravil Gaynutdin prayerfully wished success to the first Russian-Egyptian event after the signing of the Memorandum.
According to the document, the sides also agreed on cooperation in a different ways: from cultural and educational projects to purely scientific ones.
In turn, the Supreme mufti of Egypt, Shawki Allam, stressed that the signing of this Memorandum is the result of strong relations between the RBM of the Russian Federation and the Department for Fatwa Affairs of Egypt, expressing hope that thanks to this document, cooperation will expand and deepen.
"I am confident that through the signing of this Memorandum, we will jointly open up new horizons in various fields, in particular in the field of theology, the publication of fatwas and Islamic Sciences, which will certainly give new opportunities for the implementation of our common mission and common goals," he said.
Ambassador of Egypt to the Russian Federation Ihab Nasser added that the signing of this agreement is the result of long-standing cooperation between Islamic institutions and organizations of the Arab Republic of Egypt and the Russian Federation.
"I believe that this Memorandum is an important step in countering radical ideas that are alien to the tolerant principles of Islam," the Ambassador said.
The event was moderated by Deputy Chairman of the RBM of the Russian Federation Rushan hazrat Abbyasov.
